In STALIN3--the Stalingrad map that has one factory in the middle of the map--Hoffa's body is in one of the flammable gas drums. The body is among the gas drums located on the right side of the Gun carriage shop. Right-click on the drums. One of the drums located in the middle will say ''type: Hoffa's body, elevation: 12.0 meters, cover: great.'' Also this particular drum doesn't explode, so it might be easier to find if you blow up the rest of them.
